ABOUT CALUMET MONTANA REFINERY

Calumet Montana Refinery (CMR) Background

• Refinery since 1922.

• Facility was issued hazardous waste permit in 1995.

• Hazardous waste permit MTHW‑95‑02 terminated in 2012 and a Corrective Action Order on Consent (Order) issued by Montana Department of Environmental Quality (MDEQ).

• CMR acquired the refinery in 2012 and currently produces 15,000 barrels of various petroleum products and 15,000 barrels a day of renewable diesel from non-petroleum feedstocks on behalf of Montana Renewables, LLC.

CMR Site-Wide Corrective Actions

As part of the facility-wide corrective action, CMR is addressing hydrocarbon impacted soils and groundwater at the Site. CMR has completed the recent Site Corrective Action activities:

• Feb. 2014 through Present - Conducted multiple Interim Measures (IMs)

• Mar. 2019 – Initiated a two-year site wide groundwater quarterly monitoring program

• Apr. 2020 – Supported USEPA's Optimization Review Report Remedial Process Optimization Study

• Nov. 2021 – Constructed a Dual Phase Extraction (DPE) IM Remediation system at the Truck Loading Rack

• Apr. 2023 - RCRA Facility Investigation (RFI) Work Plan (approved May 19, 2023)

• Apr. 2023 - Baseline Risk Assessment (BRA) Work Plan (approved May 19, 2023)

• Feb. 2024 - 2024 Work Plan Phase 1B Addendum (approved March 15, 2024)

• Jan. 2025 - Phase 1 RFI and BRA Technical Memorandums

• Jun. 2025 - Phase 2 RFI Work Plan (approved July 21, 2025)

Future Operations at CMR

As part of the facility-wide corrective action, CMR is required to address petroleum impacted soils and groundwater at the Site. CMR has the following Site Corrective Action activities planned:

• In September 2025, implementation of the third year (Phase 2) of the RFI Program will begin
